a doggie door - maybe I would like them better then! We live in a condo and they keep a big hyper dog locked up in their little condo all day. Poor little guy! We can hear him barking and slamming himself against the wall in frustration!

Well I am not an evil one by nature (be quiet OC and RC LOL) but I would give them nothing.
To answer some of the others statements -
Call the humane society about the poor dogs.
Call the police dept about noise pollution or whatever they call it nowadays for the people with noise problems at 4am and excessive barking. Most states have a law about noise before or after certain hours of the day.
