It should come from the bottom I think that way it stays close to the wall, if despensed from the top it might get caught in your drawers when you pull them back on.

I needed to stop and think about this just recently!
I have started nursing my mother and needed to change the toilet roll in her loo. I hestitated for a moment because I remembered that some are thingy about the placement of the toilet roll.
Personally, I never even notice how myself or someone hangs it.

Always ALWAYS down..but for the past 6 months or so, everyone has just been putting it on the vanity (having to stretch to grab it) or leaving it on the floor (yuck..germs), now I don't care whether it be up or down..just get it on the roller !!!

I've said it before and I'll say it again... It MUST be up and over, it NEVER goes under until it is used! And yes I most definitely will change it in someone else's house if its not right.
